Today, the EU Packaging & Packaging Waste Regulation (PPWR) starts to apply.
It doesn't land all at once. It lands in waves.
Wave one : effective today, with no sell-through grace for the strictest part :
→ PFAS above set limits are banned in food-contact packaging placed on the market from today
→ substances of concern must be minimised
→ manufacturer and importer obligations + conformity documentation kick in
→ all packaging must already be "recyclable" (interim rules until the design-for-recycling acts land)
Then it keeps coming:
→ 2028: harmonised sorting labels, compostability requirements
→ 2030: minimum recycled content, packaging minimisation, 50% max empty space, first reuse targets
The part most people missed:
From today, you can only make an environmental claim about your packaging's regulated properties if it does better than the legal minimum.
So PPWR and the EmpCo greenwashing rules (27 September) tighten the same "sustainable packaging" claims in the same window.
Packaging just stopped being a packaging question. It's now product compliance, and a Scope 3 lever.
