Every IGA evaluation asks whether the platform works on day one. Almost nobody asks what day four hundred costs — the day the reorg lands, the owner resigns, or the auditor comes back with a different question.
That's the price of a change. Not running the system — changing the program it encodes. In most deployments a change has a familiar shape:
→ Someone re-implements the same policy in every place it was ever configured
→ Someone hunts down the new owner, reviewer, or answer
→ Someone re-collects everything the last change scattered
The 11 slides below walk through seven places where that work is absorbed by architecture instead of staffed.
No savings figures in there. We don't have defensible ones — and a number you can't defend is worth less than the argument it replaces.
The change still happens. It just stops being a project.
