Permits that take years. A legal uncertainty that slows down ambitious projects. A region under strong demographic pressure that must nevertheless continue to build, and build well.
This is exactly the field of Audrey Henry, Secretary of State for Spatial Planning and Urban Planning. In charge of urban planning in the Brussels Region, she is piloting the reform of the COBAT, aiming for an average of 6 months for permits, and developing tools such as the Urban Pass to help owners regularise old urban planning offences.
During the The 87 Day, she will share her vision of a Brussels that builds more, without building worse: reconciling housing and climate ambition, making legal predictability a catalyst for architectural audacity rather than an administrative brake, and rethinking energy on the scale of the entire region, between heating networks and geothermal energy.
