Belgium's Clean Air Law was featured as one of 5 leading policy frameworks in International WELL Building Institute (IWBI), the Brown University Pandemic Center and Air Club's recent report: Advancing Healthy Indoor Air: Five Leading Policy Models from Around the World. The report assessed 158 indoor air quality policies across 40 countries that governments are using to advance healthy indoor air. Belgium's Clean Air Law was featured as a leading model for public transparency and monitoring that other countries can replicate. Belgium's Clean Air Law of 6 November 2022 took our existing workplace air quality framework from 1996 and extended it to the roughly two million publicly accessible indoor spaces that had been sitting outside the legal perimeter. The law's big idea is that occupants of any public space are entitled to know what they're breathing, and it sets out four pillars for operators to work from: - Reference levels for CO₂, set at 900 ppm for Level A and 1,200 ppm for Level B, giving operators a defensible benchmark to work against. - Monitoring paired with pollution risk assessments and action plans, so the data actually shapes what operators do. - A certification and labelling scheme that puts the information on display for occupants rather than filing it away for auditors. - A permanent Indoor Air Quality Platform of scientists, public authorities and industry that keeps the reference levels current as the evidence moves. While the Clean Air Law is voluntary through the end of this year, it becomes mandatory from 1 January 2027. The IWBI-Brown-Air Club report specifically references this phasing as a lesson for other governments, a workable route from measurement to enforcement. Proud to see Belgium's indoor air quality framework recognised on a global scale, and it's a fair signal that we're headed in the right direction toward healthier, more livable indoor environments.
