Public authorities purchase large volumes of goods and services, representing around 14% of EU GDP. This gives them significant influence over what the market produces, how products are designed, and which solutions are scaled. For textiles and apparel, public procurement can support circularity by rewarding robustness, repairability, reuse, recycled content, recyclability, safe chemicals, traceability and responsible end-of-life management 🥼 At the same time, Green Public Procurement remains underused and unevenly applied across Europe. Public buyers often face practical barriers, including limited capacity, uncertainty about legal possibilities, lack of comparable data, difficulties in verifying environmental claims and insufficient market knowledge.
