A shortage response can be agreed centrally and still fail in the last mile. 🚨 EMA’s July activity included a proposed harmonised classification of shortage root causes and a meeting of the Executive Steering Group on Shortages and Safety of Medicinal Products. The European Critical Medicines agenda is also increasing the focus on supply resilience, manufacturing capacity and dependency risk. Those developments strengthen the system-level response. The practical test comes when changed decisions have to reach every team expected to act on them. Allocation rules may be revised. Priorities may change by market. Approved explanations may evolve as the investigation develops. Escalation routes may depend on the product, customer or patient impact. From our work in regulated supply-chain enablement, one recurring risk is that a sound central response does not automatically become consistent local execution. One country continues using the previous message. A customer-facing team improvises an explanation before the facts are confirmed. A planner understands the new allocation rule differently from the market team. An updated SOP is published, but the people using it do not see what changed in their task. 🌍 This is not a claim that communication solves a supply constraint. It is recognition that every supply decision creates an adoption and execution requirement. The last mile needs: A controlled source of current information. Role-specific explanations of what changed. Clear boundaries around what can be communicated. Practical guidance for exceptions and escalation. Confirmation that revised processes are being applied consistently.
