To put the €70bn annually in perspective: it's 0.4% of European GDP. That's substantial in an economy growing at best 2% per year, but not unfeasible.
Some ideas on where to get the money:
- Under NATO, we committed to spend 1.5% of GDP on "broader security" such as critical infrastructure protection and civil preparedness. Seems to overlap with climate adaptation
- Fossil fuel subsidies are still in the range of €50-100bn per year (depending on the exact scope you take). So we are still subsidising the cause of all this trouble.
