Smals

Overview

Smals is a non-profit association (vzw) that supplies ICT services to Belgian public institutions, with its registered office at Fonsnylaan 20 in Brussels. It was founded on 12 April 1939 as Allocations familiales - Societe de Mecanographie, starting with around 20 employees who processed family allowances on punch cards, and shortened its name to Smals in 2007. The RSZ became a member in 1945 and the RIZIV in 1949. Members govern the association themselves. Anne Kirsch of the RSZ is chair, Koen Snyders of the RSZ is vice-chair, Frank Robben of the Kruispuntbank van de Sociale Zekerheid is gedelegeerd bestuurder, and Christine Miclotte of the HZIV is deputy. Services are delivered to members at cost price without a profit margin, and under article 30 of the public procurement law of 17 June 2016 members can assign work to Smals in-house without a tender. The work covers application development, ICT infrastructure and operational services, and the deployment of both Smals employees and external ICT specialists at member organisations. In 2024 Smals reported turnover of 573 million euro, 2,251 employees and 336 member institutions. In 2025 turnover passed 578 million euro and headcount passed 2,350, of whom about 79% are ICT specialists. Smals runs a research team of nine researchers and operates sites in Brussels, Ghent and Charleroi.
