For smaller organizations without the budget for a full privacy structure, here's an uncomfortable truth: a Privacy Officer is often more valuable than a DPO.
Why? Because the DPO role, by design, is oversight and advisory. "You need a privacy policy" is good advice, but if there's no one to actually write it, implement it, and operationalize it, how far does that advice really go?
A Privacy Officer, embedded closer to the business, is often the one who actually moves compliance forward in practice.
That said, this isn't an either-or. As organizations mature, the structure should evolve: Privacy Officer in the second line, getting things done. DPO in the third line, providing independent oversight.
The question isn't which role matters more. It's whether you have the right role for where your organization actually is.
