Europe’s post-quantum transition will be hybrid.
But “hybrid” must mean more than deploying new algorithms beside legacy cryptography.
A controlled transition requires four connected capabilities:
DISCOVER
Identify where cryptography exists, what depends on it and which systems carry the greatest operational risk.
CONTROL
Establish cryptographic governance, ownership, policy enforcement and decision visibility.
MIGRATE
Replace and adapt cryptography without creating fragmented trust, interoperability failures or unmanaged dependencies.
SURVIVE
Maintain operational continuity while the cryptographic foundation is changing—and when systems face converging AI, quantum and HPC pressure.
