QUANTUM-SAFE IS NOT A PERMANENT STATE.
It is an evidence-backed condition that must be maintained
The withdrawal of HAWK after an AI-assisted vulnerability discovery demonstrates that cryptographic evaluation is working as intended
It also exposes a critical enterprise reality
An algorithm can be correctly assessed today and require reassessment tomorrow
A supplier can be compliant at procurement and become a transition dependency later
An inventory can be accurate when created and obsolete when the next decision is required
This is why quantum readiness cannot end with selecting a standard or purchasing a “quantum-safe” product
A governed programme must repeatedly answer:
- What cryptography do we depend on now?
- Which claims are supported by current evidence?
- Which suppliers can prove their status?
- What must change when confidence changes?
- Can replacement occur without disrupting operations?
BlackHills Quantum approaches this as cryptographic change governance
CBOM establishes the exposure baseline
Crypto agility converts that baseline into controlled decisions
QS-DOME® positions those decisions within a broader survivability strategy designed to adapt as threats, standards and evidence evolve
The objective is not to predict every future cryptographic change
It is to ensure that change does not take the organisation by surprise
