Payment fraud across the EU and EEA reached €4.2 billion in 2024, up 17% in a year, with fraudulent credit transfers alone at €2.5 billion. The Payment Services Regulation responds by moving that cost onto providers: mandatory Verification of Payee, behavioural transaction monitoring, conditional fraud-data sharing between institutions, and full reimbursement where a fraudster impersonates the provider.
