Canada targets pulp and paper in counter-tariffs The sector is named, but exact product lines and rates are still pending. Canada will include pulp and paper in its next round of counter-tariffs on US goods. Prime Minister Mark Carney said Canada would respond “dollar for dollar” and target sectors including pulp and paper.
