In a heatwave, office buildings split into two camps. Both think they're doing fine.
Camp one: the building runs warm. Cooling is held back, the energy bill looks disciplined — but by mid-afternoon the complaints arrive, meeting rooms empty out, and goodwill drains with every degree.
Camp two: the building runs cold. Nobody complains — people just quietly fetch a jumper in August. The chillers work harder than they need to, day after day, and the waste hides in the service charges.
Both camps look acceptable from a distance, because only one half of the picture — consumption — appears in most reports. The other half, comfort, is rarely measured at all.
The alternative starts with defining a comfort window: the temperature band each zone should hold during occupancy, typically weekdays from early morning to evening, adjusted per building. Once that window is explicit and measured, the management question changes from "is anyone complaining?" to "how much time does each zone spend in comfort, and at what cooling cost?"
To be clear: measurement will not repeal physics. During extreme heat, some zones will exceed any window, whatever the steering. But it separates the zones that better control can still improve from those that genuinely need blinds, works, or adjusted expectations — and it turns comfort from a debate into a datum.
