An SMB owner told me HR was the first budget line he cut in a tight quarter.
Not because he thought it mattered least. Because it was the easiest one to defend cutting. Marketing had a dashboard. Sales had a pipeline. HR had a PowerPoint from March.
Budgets do not get protected by importance. They get protected by evidence somebody can point to in a meeting.
If your HR spend cannot survive one hard question from finance, it was never really secure to begin with.
