GPT doesn't really generate random numbers. It emulates human language, including cognitive / psychological bias.
So, as proven earlier by Sebastian Cochinescu, when asked to generate a random number between 1 and 30, GPTs usually answer 17.
The blue-seven phenomenon is a social phenomenon in which a purported statistical majority of people in the US choose the color blue and number 7 when asked to randomly select a color and a single digit number.
When asked to pick a random two-digit number between 1 and 100, humans most frequently choose 37 (closely followed by 73) (source: Wikipedia).
Why does 37 feel random? It's odd, prime, rare - i.e. not a multiple of 2 /5 /10. Remember that all fairy tales are built on prime numbers? 3, 7, 13 are extremely common in fairy tales.
It's near the middle. We avoid extremes.
37 and 73 are the top "pseudo-random" choices between 1 and 100.
In our case, 37 is not an option, so the obvious choice of "random" number remains 17.
