How many grid operators could produce, this week, a defensible list of every critical ICT provider behind their critical-impact processes?
That is not rhetorical. It is an explicit reporting obligation under Europe's Network Code on Cybersecurity, due within twelve months of designation. And the same regulation asks operators to treat vendor lock-in as a risk in its own right — which I think is the more consequential half.
