When a reimbursement becomes automatic, who in your institution owns the explanation? That is the question I keep returning to in the PSR's fraud provisions. Authentication has worked, so fraud moved to the one surface it cannot protect: the authorised customer. Europe's answer is to shift the loss onto the institution, which quietly turns detection quality into a balance-sheet item. The clause I find most underrated is data sharing. We are being asked to pool fraud intelligence while proving precisely what left the building. That only works on infrastructure you actually control.
