Overview
HR tech is the software layer around employment: recruiting and applicant tracking, payroll and time registration, benefits and salary packages, learning, and skills management. The Belgian set has two halves. On one side sit long-running workforce administration companies, with Protime in Mechelen selling time and attendance, scheduling and HR analytics to mid-market and enterprise employers since 1995. On the other sit younger, narrower products: Spott in Leuven, an AI native applicant tracking system for recruitment and staffing firms; Jobtoolz in Kortrijk, which sold an ATS and employer branding to SMEs before its acquisition by ISH Holding in 2023; Payflip in Brussels, working on salary packages and benefits; Assess4me in Antwerp, assessing soft skills through gamification; and Spatial Dynamics in Ghent, an imec spinoff putting recruitment into VR. Adjacent products cover the rest of the employee lifecycle, with MobieTrain in Genk for frontline learning, Ambassify for employee advocacy after its acquisition of Social Seeder in 2024, and Warren for workplace financial wellness. Under Annex III of the AI Act, recruitment, candidate selection and worker management are high-risk uses, which puts an explicit compliance regime around the matching and scoring parts of these products.
